The Texas fossil fuels bonanza is strong and booming for years to come! Amazing stuff! Mind boggling! The meaning of ten gallon hats distilled!
The article is actually arguing that China will abandon fossil fuels in the near future. 

"In Port Arthur, Exxon Mobil and Qatar Petroleum are building what is to be one of the largest LNG export facilities in the world, creating 19,000 construction jobs by the time it opens in 2024. Off the coast of Brazoria County, Enterprise Products Partners, one of the nation’s biggest crude exporters, has proposed a multibillion-dollar offshore terminal to load massive tankers that can carry 2 million barrels of oil."
