Why is it so difficult to deal with Islamist/Arab terrorists and coward mass killers?

The coward killing of 11 Israeli athletes by Arab terrorists at the Olympic Games of Munich 1972 was my awakening to the issue at age 12. Who would abuse the games of peace and truce for committing such heinous murder and bloodshed? It culminated with 9/11/2001 attacks on the World Trade Center and the Pentagon and more recently with the massacre on 10/7/2023 in Israel.

In a civilized world only peaceful protest like demonstrated by Mahatma Gandhi is acceptable!
