Ending Racial Favoritism in federal Government Contracting using model legislation

"The federal government spends more than $600 billion each year on contracts to purchase everything from health-insurance software to tanks. The federal government also gives numerous grants to state and local governments, which use those funds to offer contracts to businesses. ...
Unfortunately, government contracting today contains a vast system of racial favoritism, which costs taxpayers billions of dollars and degrades services, all while doing nothing to help the least well-off. Contracts are awarded not on the basis of value but on the color of contractors’ skin. The following proposed model bill would end racial favoritism in contracting and ensure that public goods and services are provided by the lowest and best bidders.

Even without this type of legislation, racial favoritism in contracting will [continue to be] challenged in court,  ...

Biden Proposes Buy American Rule for Government Procurements

To spend taxpayers money on domestically produced goods and services is an understandable political demand! It sounds like common sense etc. but is it wise?

It is a kind of one size fits all measure! In most cases, this is unwise!

However, cost savings could be spend more wisely on other, more important things sourced from domestic producers!

The Buy American Act is a leftover of the Great Depression era. It thus certainly contributed to increase the severity of the Great Depression era, because other countries implemented similar laws thereby crippling foreign trade. 

It may conflict with international treaties like WTO and its various agreements.

More federal bureaucracy will be needed especially if the content requirement is to increase from 55% to 60% and to 75% by 2029! How many highly paid federal employees will this take?

"The Biden administration proposed a rule that would accelerate federal procurement policy to require a higher level of American-made products.

Under an initiative released Wednesday, the government will require that products obtained under the longstanding “Buy American” program have at least 60% of the value of components made in the U.S., up from the current 55% threshold. That would increase to 75% by 2029, White House officials said. ..."
