The Canadian Emergencies Act of 1988 was never invoked before! The predecessor act (War Measures Act of 1914) was invoked only once since 1945. Justin Trudeau is actually aping his father Pierre Trudeau, the only other Canadian Prime Minister to invoke emergency powers since 1945 during the so called October 1970 crisis.

Quite a few journalists missed the fact that the Emergencies Act of 1988 had a predecessor act! That is surprising as reading up on Wikipedia told you that in the first paragraph!
