Way too early in my opinion! Mail in voting is a form of voting most prone to fraud (e.g. double voting).

Probably, a good practice would be not to send out mail ballots earlier than four weeks before election.

This is a fundamental question facing any democracy! In my opinion this should be generally prohibited as the risk of manipulation is real and prevention thereof is challenging.

Here are contested laws from three US states:
