The author repeats the old hypotheses that the former Soviet Union and its successor Russia could not keep up with the relentless technological advances in the West. Stealing technology from the West has remained insufficient!
When it comes to China, it is making tremendous efforts e.g. to develop domestic chip technology. The author of the article below did not speculate on China.
