Israel, France and the US are the second, third and fourth biggest sources.

Yet, because India is trying to reduce its dependence on Russia by diversifying arms imports, Russia’s share dropped by half from 70% to 49% from 2011–2015 to 2016–2020. US imports also fell by 46% and those from France and Israel went up by 709% and 82%, respectively, in the same five-year periods. Moreover, in recent years Russia has also become Pakistan’s second biggest arms supplier, albeit still only a fraction of China’s dominant share.
The bigger defence-cum-diplomatic worry for India is the developing Moscow–Beijing axis. China gets 77% of its arms from Russia. Shortly before the Ukraine invasion, China and Russia announced a ‘no-limits partnership’ that includes supporting each other’s policies on Ukraine and Taiwan. For all these reasons, India would be wary of contributing to any further consolidation of the Moscow–Beijing axis, either by the West or by its own actions...."

Although a hypoactive state of brain activity has been assumed, experimental animal studies have shown increased activity after cardiac arrest, particularly in the gamma-band, resulting from hypercapnia prior to and cessation of cerebral blood flow after cardiac arrest. No study has yet investigated this matter in humans. Here, we present continuous electroencephalography (EEG) recording from a dying human brain, obtained from an 87-year-old patient undergoing cardiac arrest after traumatic subdural hematoma. An increase of absolute power in gamma activity in the narrow and broad bands and a decrease in theta power is seen after suppression of bilateral hemispheric responses. After cardiac arrest, delta, beta, alpha and gamma power were decreased but a higher percentage of relative gamma power was observed when compared to the interictal interval. Cross-frequency coupling revealed modulation of left-hemispheric gamma activity by alpha and theta rhythms across all windows, even after cessation of cerebral blood flow. The strongest coupling is observed for narrow- and broad-band gamma activity by the alpha waves during left-sided suppression and after cardiac arrest. Albeit the influence of neuronal injury and swelling, our data provide the first evidence from the dying human brain in a non-experimental, real-life acute care clinical setting and advocate that the human brain may possess the capability to generate coordinated activity during the near-death period."

Journals

• Revisit editorial and publication guidelines, including the uniform requirements for manuscripts submitted to biomedical journals, regularly to ensure they capture the evolution of racial definitions and sociopolitical structures. Publicly share the guidelines online and with peer journals.
• Consider compensating reviewers particularly reviewers of color who are often asked to share their expertise without remuneration.
• Use experienced reviewers who have demonstrated, through their own scholarship and work, facility with racism and its pathophysiologic mechanisms.

Reviewers

• Be critical of work that reifies biological race or provides a genetic basis for racial differences in health outcomes. Inform the editors and authors that such statements are unsubstantiated and request clear explanations of suggested genetic etiologies to ensure such claims are not misinterpreted as biological race.
• Review the citations and when appropriate recommend authors expand their literature review to include the wealth of data on racism.
• Consult experts and inform the editors if one’s individual expertise is insufficient to advise regarding an important aspect of the paper from study design and methodology to the analysis.
• Closing the gap in racial health outcomes in the United States will only be accomplished by identifying, confronting, and abolishing racism as an American tradition and root of inequity."
