Should election ballots be counted arriving or received after election day?

This is a fundamental question facing any democracy! In my opinion this should be generally prohibited as the risk of manipulation is real and prevention thereof is challenging.

Here are contested laws from three US states:

"Mississippi

 ... A state law allowing ballots received up to five days after Election Day to be counted. ...

Illinois

... a state law that extends Election Day by a whopping 14 days beyond the date established by federal law.

California

... [A] state law permitting ballots received up to seven days after Election Day ..."
