From what has been reported so far it a appears the assassin did his homework. It starts with the date of assassination, one day before 9/11.
He seemed to be familiar with the location and the details of the event and from where to aim his rifle.
The assassin may have made a grave mistake to leave his sniper nest in a hurry and to climb/jump down a building and leave his rifle behind.
Caveat: I do not follow all the details about this assassination.
