For electing the members of the U.S. Congress this might not be such a bad idea! Definitely something to ponder about how the citizens can improve government! 

However, how do we choose e.g. the President of the U.S.?

How to deal with selected citizens who refuse to become members of parliament or who quit early on in their term?
