Under Russian law, soldiers aren’t declared dead without a recovered body, a death certificate from a medical examiner or a court ruling. In Ukraine, many troops are unaccounted for including deserters and prisoners of war. The Kremlin hasn’t released the number of MIAs. Russian antiwar commentators accuse the military of abandoning dead fighters to avoid compensating their families. President Vladimir Putin ordered them to get the equivalent of $54,600, plus the previously set compensation of around $26,000. Russian officials didn’t respond to a request for comment."
