What a stupid policy is that! Did the otherwise smart people of Taiwan not learn from the utterly failed renewable energy policies in Germany over the last two decades?
Were the Taiwanese people also overly scared by the Fukushima accident of 2011?
Too many referenda on the use of nuclear power in Taiwan? Taiwan only abandoned martial law in 1987. Compare that with a mature democracy with a very long tradition of frequent referenda in Switzerland.

The referendum took place on 18 December 2021. A majority of voters rejected the possibility of restarting construction of the two mothballed reactors. ..."
