Why would it return to pre-Covid-19 levels given the Russo-Ukrainian War, price inflation, Arab terrorism against Israel, a senile, demented and corrupt 46th President and so on!
Single year comparisons are dubious at best! Perhaps 2018 was a particularly dry year (in terms of alcohol consumption). It is better to use e.g. an average of several years!
"Drinking in the U.S. increased sharply during the pandemic and still hasn’t returned to pre-COVID-19 levels, according to an Annals of Internal Medicine study published today.
Americans who reported drinking heavily increased to 6.29% in 2022, up from 5.1% in 2018.
69.3% said they had consumed alcohol in the past year, up from 66.34% in 2018.
6.45% of women reported having drunk heavily, while the men’s reported rate was 6.12%.

Methods: This was a population-based study using cross-sectional data from serial nationally representative surveys of adults aged 18 years or older who participated in the National Health Interview Survey (NHIS) from 2018 to 2022. ....
Findings: The study included 24 965 respondents from 2018, 30 829 from 2020, and 26 806 from 2022.
Compared with 2018, there were absolute increases in any alcohol use in 2020 (2.69% [95% CI, 1.28% to 4.10%]) and 2022 (2.96% [CI, 1.58% to 4.33%]). Numerical increases in any alcohol use occurred in 2020 and 2022 versus 2018 among all subgroups."
