When individual privacy protection collides with the public's interest to know (about e.g. infectious diseases)

Were these two individuals e.g. illegal immigrants or e.g. from the Amish community? If from the Amish community, how did these two individuals get infected with measles?

Currently, public debates about the pros and cons of vaccination have become more common since the beginning of the second term of President Trump.
