Bad idea! Perhaps permanently shifting time by half an hour would be ok!
Big government one size fits all approaches sometimes really suck like this one! It should be left to the individual to choose whether to follow daylight savings time or not!
I am so glad we live in Arizona, which is permanently on Mountain Standard Time year round!
