What a nonsense and Foreign Affairs published it!
The people living in Gaza have been unwilling or unable to get rid of Hamas, the Nazis of our time! Egypt too apparently did not do very much about Hamas.
The author, i.e. Mark Lynch, of this baloney is Professor of Political Science and International Affairs at George Washington University. From his works, he could be a very Arab friendly professor. His lifetime citation count according to Google Scholar is low and his highest cited publication is 17 years old.
