There are plenty of news reports suggesting the senile, demented and corrupt 46th President will not be satisfied having pardoned his addict and criminal son, but that he would also issue "preemptive pardons" or "blanket pardons" in his waning days.
Well, there are many ways to ruin one's legacy! The 46th President during his entire term was very busy ruining it in many different ways and forms.
A Google Search for the definition of the two terms comes up empty!
My hunch is that a "preemptive pardon" or "blanket pardon" is a deliberate invention! Like pulling a rabbit out of a magician's hat to serve ideological or political purposes.
