Gorsuch e.g. criticizes that there are so many laws and regulations enacted that most citizens would not even know or be aware they committed a violation or a crime. Over the course of one's life one may commit several such violations or crimes.
This criticism is not new, it is about at least 50 years old. If you want to hit your opponent you will just search for one such violations or crimes. The lawfare against Donald Trump ist testament to this approach!
