I think, this sums up quite well the strategy pursued by Iran!

The Artesh [Iran army] claimed that its forces conducted drone attacks targeting US forces gathered at Sheikh Isa Base in Bahrain, Muwaffaq Salti Airbase in Jordan, at al Udeid base in Qatar, and Camp Arifjan in Kuwait, since CTP-ISW's last data cutoff at 2:00 PM ET on July 23.
The IRGC also claimed that its forces targeted the quarters of US forces at Camp Buehring in Kuwait on July 24.
Iranian regime media separately published on July 24 satellite imagery depicting damage from an Iranian ballistic missile hitting buildings reportedly housing US military forces at the Ali al Salem base in Kuwait. ... These claims follow an Iranian missile attack on the Muwaffaq al Salti Airbase on July 17 that struck troop quarters on base and killed 3 US soldiers and injured several others. ..."
