Did not then Director of the National Institute of Allergy and Infectious Diseases Anthony Fauci (from 1984-2022) fund gain of function research at the Wuhan Institute of Virology before the virus leaked?

Is the Communist Party of China conducting a hybrid warfare against the US or is China just exploiting the often naive Americans or both?
