I think there is a distinct possibility for that!
Western democracies have several powerful enemies (just to name three: Russia, China, Iran).
According to the Art of War, the best war is fought, when the enemy is defeated or significantly weakened with no shot fired or attacking soldier killed. Propaganda, demagoguery, and indoctrination can be very effective tools in the arsenal of these enemies.
Thanks to the relentless efforts of these enemies, climate change has become a religion and pseudoscience in the all too gullible West. Even many of the best Western scientists have become lemmings.
China, Russia and other enemies could not and do not care less about climate change!
