Sexual assault is often a very difficult to prove allegation! But such a claim can tarnish the reputation of the accused or an organisation, business etc.
This new Utah law about NDAs seems dubious possibly driven by feminist ideology (e.g. Me Too)! Caveat: I do not know the details of this new law!
If a woman (supposedly the victim or even survivor) signs a NDA voluntarily without being forced or coerced this should be it!

13 ▸ defines terms;
14 ▸ makes nondisclosure and non-disparagement clauses (confidentiality clauses),
15 related to sexual assault and sexual harassment, as a condition of employment,
16 unenforceable; and
17 ▸ provides that a person who attempts to enforce a confidentiality clause described in
18 the preceding paragraph may be liable for costs and attorney fees under certain
19 conditions."
