Unfortunately, my hometown has been a center for open drug scenes around the city. A significant number of drug addicts can be seen every day in the streets and parks especially around the main train station for over 50 years.
E.g. as a child/teenager I have found drug paraphernalia in city parks. I have encountered plenty of drug addicts, some of them were in bad shape.
The policy towards drug addiction change every few years or with the change of governing political party from crack down to softer/caring and vice versa and anything in between.
This video tells me not much has changed since the 1970s! The images of this documentary look very familiar to me.
