Some doctors (we hope a tiny minority) are quacks or perform quackery and should lose their license immediately or go to jail in more severe cases!
Any doctor, who performs e.g. a double mastectomy or a castration on a teenager based on a diagnosis like the terrible euphemism "gender dysphoria" is highly suspicious.
And a very few doctors are as bad as Josef Mengele aka as the Angel of Death!
The accused doctor in this case is a medical director of a clinic and an associate professor!
Caveat: I am not familiar with this particular case.
