Again China-linked hackers have penetrated a handful of U.S. internet-service providers in recent months

How many such attacks by rogue actors like Russia, Iran, North Korea, and China were not discovered?

Are Western intelligence services similar capable? The public may only learn years later or through a defector.

"It’s the latest incursion that U.S. investigators have tied to China in recent years. By burrowing into broadband networks, bad actors aim to position themselves to access data stored by telecom companies or launch a cyberattack. Investigators are exploring whether the intruders got into Cisco internet routers, and Microsoft is investigating the intrusion and what sensitive information might have been accessed, people familiar with the matters said. Cisco didn’t immediately provide comment; Microsoft declined to comment."
