Had the members of the U.S. Congress not exempted themselves when they established term limits for U.S. Presidents in 1951, Joseph Biden from Scranton, PA would have long been forgotten and faded away.
The Founding Fathers and Mothers could not conceive that a dominant caste of lifelong career politicians would emerge when they crafted the constitution!
