US inmates got virus relief checks, and IRS wants them back

Sometimes even news about the IRS can be sort of funny! How did this actually happen? OK, legislators were in a hurry and failed to exclude prison population from receiving these relief checks. 



But why would the IRS have prison addresses on file? Do any prisoners file annual tax returns? Are they short-term prisoners or freshly incarcerated?
