When the U.S. Congress passed the 22nd Amendment to limit the terms of a U.S. President in 1951, the Members of the U.S. Congress have exempted themselves from term limits ever since!
Term limits for members of legislative bodies in Western democracies is probably one of the most important reforms. Unfortunately, a privileged caste of lifelong career politicians has formed in many Western countries. Arrogance and out of touch political decisions are common. Incumbent elected representatives have apparently an advantage that prevents a more healthy/preferable and frequent turnover/rotation of our representatives.
Just imagine term limits for the Members of the U.S. Congress were already in place. The demented and senile 46th President would not have happened! The lifetime pathological liar and opportunist was a U.S. Senator for 36 years!
