Since the John F. Kennedy murder in 1963 it should have been a very high priority to monitor and secure any possible shooter location on roofs etc.!
If it is also confirmed that eye witnesses saw a man with a rifle climb on to a roof and warned police about that before the assassination attempt took place, then this would be a total failure!
