Let's be very clear: Not very long ago, if one country intentionally produces a poison and exports it to another country it would have been considered a cause for war (casus belli)!
Why the U.S. has not done more in the past to curb the influx of fentanyl is extraordinary! E.g. why was not more pressure put on Mexico to interdict fentanyl?
